    Ministry of women and human rights condemns rape of three children in South Central Somalia

The Ministry of Women and Human Rights Development of the Federal Government of Somalia is appalled by the rape of three children aged three and four in Afgoye, South-West State,between 30 and 31 March 2020 and a seven-year-old in Balanballe, Galmudug, on 20March 2020.

The Ministry condemns these heinous acts in the strongest terms possible and emphasizes that these acts are against our Islamic values, our Provisional Constitution and the concept of Biri ma geydo (traditional laws on the protection of the vulnerable). This brings once again to the fore the exposure and vulnerability of children, girls and women to sexual gender-based violence (SGBV).

Minister Deqa Yasin said: "We call on everyone to respect the privacy and dignity of the survivors and their families and to refrain from the criminally punishable offense of naming them and sharing their images through any medium including the social media. This could not only prejudice future criminal proceedings but also prevent the survivors from leading a normal life, free from stigma.”


The Federal Government remains committed to eradicating impunity for sexual violence crimes by ensuring that all perpetrators are held criminally liable. The Ministry is working closely with the Office of the Attorney General to bring the perpetrators to justice and is in contact with the families of the survivors to provide the necessary support.

We urge everyone to report all cases of sexual violence to the police and/or the Attorney General’s Office, which is the first step to address the risk of impunity. The Ministry further underscores the need for urgent enactment of the Sexual Offences Bill, which is currently before Parliament.
