The Forum for National Parties (FNP) welcomes the 29th May 2020 resolution by the UN Security Council to extend the mandate of the African Union Peacekeeping Mission in Somalia (AMISOM) until 28th February 2021 to allow for free, fair and inclusive parliamentary and presidential elections during this mandate.

The FNP is grateful to the UN Security Council for specifying the exact number of uniformed AMISOM personnel not to exceed 19,626 during this mandate. Recalling its 13th May 2020 statement on the presence of non-AMISOM troops in Somalia, the FNP would like to renew its urgent call on the UN Security Council and the Peace and Security Commission of the African Union to investigate the presence of Non AMISOM Ethiopian troops in several regions of Somalia.

The growing presence of Ethiopian National Defense Forces (ENDF) constitutes a blatant violation of the UN Security Council’s resolution 733 (1992), which placed an arms embargo on Somalia. It is also a clear violation of the sovereignty, territorial integrity and political independence of Somalia, all of which the Security Council has reiterated in its most recent resolution 2520 (2020).


Ethiopia has a long and ugly history of perennially intervening in Somalia to weaken the political independence of the country, and to pursue narrow political objectives. In the past few months alone, thousands of ENDF forces have entered Somalia illegally to destabilize the Jubaland State of Somalia, and to spur local conflicts among brotherly communities in Gedo region and elsewhere. Ethiopia has been using similar tactics throughout the country for decades to sow discord among Somalis and prolong the suffering of Somali people and state failure.

We take this opportunity to renew our call to the UN Security Council to independently verify the presence of non-AMISOM troops from Ethiopia inside Somalia. Furthermore, we urge the Council to take the necessary actions to ensure that Somalia’s sovereignty, territorial integrity and political independence remain inviolable.

Finally, we thank the UN Security Council for renewing its call on the Federal Government of Somalia to engage in a constructive dialogue with federal member states and other stakeholders on the upcoming parliamentary and presidential elections. In particular, we welcome the Council’s call for all parties to respect the Provisional Constitution of Somalia as it relates to the four-year mandate of each administration.
