The issue of providing public infrastructure has been important in the Somalia in order to reconstruct the country in the context of Somalia; it was faced with a massive challenge of infrastructure deficit, which limits country's addition initiatives. Integration influences the rate of development on the continent, and is therefore essential as a building block towards a well-to-do Somalia improving Country's infrastructure is the foundation upon which Somali's development rests. Without sound and well maintained infrastructure, national economic development will remain severely constrained. Infrastructure has been in charge for more than half of Somali's recent enhanced performance, and has the potential to contribute even more in the future.

It is matter-of-fact that Somalia has got many problems that effect entire of the country, after central government of Somalia was collapsed, it was destroyed the major infrastructure services such as roads, airports, telecommunication, sewages, Mogadishu port, public schools, hospitals and so on; those are almost participate country’s development, whether economic and social. But unfortunately all these infrastructures were absent, due to twenty years of civil war and anarchy. Rehabilitation of infrastructure also provides opportunities for enhancing the dialogue and cooperation between communities, around improving common infrastructure assets, as part of peace building efforts.

According to, Somalia there is absence of proper infrastructure services, especially in Mogadishu. The main destroyed infrastructure services during anarchy period were roads, airport, sea-port, electricity, telecommunication, water supply and sanitation. On the other hand, there is some decline areas like schools, library, universities, clinics, hospitals, playgrounds, parks and so on. All these infrastructures are useful for the country, particularly the capital of Somalia Mogadishu and enhanced them its development of economic and social.

The problem of public infrastructure service is not a new problem. For thousands of years, engineers have had to design systems for providing that roads, bridges, power supplies, water, schools, clinics, and government buildings throughout the country. In recent centuries, systems for transmitting information and providing energy have expanded and difficult the infrastructure networks, beginning with telegraph and telephone lines and now encompassing all sorts of telecommunications systems. Cable TV, cell phones, and Internet access all depend on involved infrastructure installations.

The problems of public infrastructure still exist in the world, especially in developing countries like Somalia. The accessibility of public infrastructure services is very important on economic growth, and social development of a country. Building of infrastructures such as energy, roads, water, transportation and communication technologies sponsor economic growth and get better living conditions in developing countries.

After years of conflict and civil war, most of Mogadishu’s basic economic infrastructure is in a rebuilding, from collapse of central government of Somalia in 1991. Roads were destroyed, and there was no electricity or piped water in the country for twenty three years. Social infrastructures Schools, hospitals, and clinics are badly damaged, and most government buildings are in disaster, and social, political, economic, and governance systems and all infrastructures were destroyed, but mostly important roads were rebuild in the last four years these infrastructures are useful for the country, particularly the capital of Somalia Mogadishu and enhanced them its development of economic and social.

Community development is not simple to attain, nor is it universally agreed upon. Part of the confusion rests with the fact that community development is both process and product the practice of community development is not one focused solely on material resource development, nor is it devoted exclusively to systems for addressing community needs Development entails a modern infrastructure (both physical and institutional), and a move away from low value added sectors such as agriculture and natural resources extraction. Developed countries usually have economic systems based on continuous self-sustaining economic growth and high standards of living.

Public infrastructure and community development is one of the bases of assessing the achievements of democratic leaders and it is the foundation of good democratic governance. Agitation for infrastructural development is higher in democratic government than in military dictatorship or compared to developed countries this is because the resources for provision of infrastructure are always scarce. Ethnic-interest agitation and lobbying are common things in democratic governance in developing countries.

The relationship between public infrastructure towards community development are obvious Infrastructure development is the basis of measuring the performance of democratic leaders and it is the foundation of good democratic governance. Infrastructure is the medium, the tools and techniques of a project or programme or strategy. Demand for infrastructural development is higher and resources used in provision of infrastructure are limited. Ethnic-interest agitation and lobbying are common things in democratic governance most infrastructures are now decayed and need repair or replacement. Government is the system that organizes and sensitizes the people of an area in other for all to have an acceptable community Government have the power to put in place all measures that it deems fit will make an environment conducive for living for everybody.

Conclusions.

As key to an understanding of this classification should be noted that classifications developed here are potentially overlapping, for instance, roads belong to material-economic-network infrastructures according to the different point of view of the analysis Personal, institutional and material infrastructures to begin with, will take into account distinction between material, personal and institutional infrastructures.

Community of interest is a useful characterization of the term it implies more than merely a physical place, although it can, and often does include a geographic element it may, however, reference a discrete collection of persons about which a common interest is shared, yet they may be collected from far different places, not necessarily even corresponding about their shared interest the community of interest need not be made up of similar perspectives indeed, it often is made up of diverse perspectives surrounding a common issue.
