17 July, 2024 - Following reports of mass proliferation of weapons and ammunition illegally entering Somalia and falling into the hands of civilians and militias as has been widely reported by the media and corroborated by the Somali Federal Government and the Galmudug State of Somalia, we, the Independent Somali Civil Society Group, urgently call upon the UN Security Council (UNSC) to reassess the premature lifting of the arms embargo in Somalia in December 2023.

The Monday's incident at Shiili Madow near the Abudwak town, central Somalia region of Galgaduud, is not isolated, nor is it the first instance of illicit weapons entering Somalia. The flow of illicit arms into the country through various routes is an open secret, with its harmful implications continuing to adversely affect civilians in Somalia.

Ensuring strict control over the flow of illicit arms is essential for restoring lasting peace and stability in Somalia, and preventing weapons from falling into the hands of terror groups and other criminals.

The lives of civilians is at stake! We urge the UNSC to conduct a thorough investigation into those involved in illicit arms deals, including their financial backers and political affiliations, and to take decisive action. Immediate intervention is crucial not only for Somalia but also to prevent significant security threats to neighboring countries in the region.

The immediate neigboring countries Kenya, Ethiopia and Djibouti and those in the East African region must also act swiftly to protect civilian lives and secure their borders from the repercussions of unchecked arms proliferation inside Somalia that may affect peace and stability at the borders shared with Somalia.

Additionally, the UN should reinstate the monitoring group to document these violations comprehensively and ensure accountability for those responsible.
