Djibiouti - The Executive Secretary of the Intergovernmental Authority on Development (IGAD),The United States and Finland applauded the historic Ankara Agreement reached between the Federal Democratic Republic of Ethiopia and the Federal Republic of Somalia.

This landmark accord, facilitated by Türkiye, signifies a major step towards enhancing bilateral relations and addressing key regional challenges in the Horn of Africa.

IGAD issued a statement commending the leaders of Somalia and Ethiopia for their constructive dialogue and mutual commitment.

"Dr. Workneh praised the leaders of both countries for their spirit of cooperation and highlighted the importance of diplomatic efforts in fostering stability and prosperity in the region,” the statement read.

The United States welcomed the agreement as a critical step for reducing tensions in the Horn of Africa and re-focusing efforts on shared security and development priorities.


"The United States welcomes the December 11 Declaration between the Federal Republic of Somalia and the Federal Democratic Republic of Ethiopia reaffirming each country’s sovereignty, unity, independence, and territorial integrity and advancing cooperation on shared interests." The US Department of State said in a statement,  "We appreciate the leadership of Türkiye in facilitating this Declaration. We look forward to technical negotiations to permit Ethiopia to enjoy reliable, secure, and sustainable access to the sea for mutual economic benefit while respecting Somalia’s territorial integrity."

The agreement was reached during a meeting on December 11, 2024, in Ankara, where President Recep Tayyip Erdoğan of Türkiye hosted Somali President Hassan Sheikh Mohamud and Ethiopian Prime Minister Abiy Ahmed Ali.

The talks, described as cordial and constructive, focused on resolving long-standing issues and promoting shared prosperity between the two nations.

Finland Foreign Miinistry's Special Envoy for Peace Media in the Horn of Africa welcomed the agreement on a statement on twitter saying it is  a sign of mutual respect and committtment to Peace, where the envoy appreciated Turkey's role for facilitating.

"I welcome the Ankara Declaration between two neighbours, Somalia and Ethiopia. This is an important step, and a sign of mutual respect and commitment to peace. Appreciation for the role of Türkiye in facilitating this dialogue, central for stability in the Horn of Africa." Suldaan Said Ahmed Finland Foreign Miinistry's Special Envoy for Peace Media in the Horn of Africa said

 

As part of the agreement, Somalia recognized the sacrifices of Ethiopian soldiers within African Union missions, paving the way for Ethiopia’s inclusion in the upcoming AU mission in Somalia, which is set to commence in January 2025.

This represents a significant shift in Somalia’s earlier opposition to Ethiopian forces participating in the new mission.

Another critical outcome of the talks was the acknowledgment of the benefits of Ethiopia’s assured access to and from the sea.

The leaders agreed to respect Somalia’s territorial integrity while allowing Ethiopia access to the Red Sea through its memorandum of understanding with Somaliland, with Somalia’s approval.

IGAD reaffirmed its dedication to supporting its member states in pursuing sustainable solutions through dialogue, partnership, and cooperation.

The Ankara Agreement is being hailed as a major step toward resolving tensions between Somalia and Ethiopia, strengthening their partnership, and contributing to peace and development across the region.
