
Somalia: Filing Legal Action at the East African Court of Justice Against Senior Government Officials Over Systematic Constitutional Violations, Corruption, and Political Retaliation

I am formally announcing my intention to file a landmark case at the East African Court of Justice (EACJ) against the highest-ranking officials of the Somali government for orchestrating a coordinated and unlawful campaign of political retaliation, obstruction of parliamentary oversight, and violations of both the Somali Constitution and the EAC Treaty.
The legal action will name the Speaker of the House of the People Mr. Aden Mohamud Nur, the President of the Federal Republic of Somalia Mr. Hassan Sheikh Mohamud, the Prime Minister Mr. Hamza Abdi Barre, the Minister of Finance Mr. Bihi Iman Egeh, the Governor of the Central Bank of Somalia Mr. Abdirahman M. Abdullahi, the General Manager of the Central Bank Mr. Mohamed Abdi, the Permanent Secretary of the House of the People Mr. Abdirahman M. Abdulle, Chief Whip of the House of People Mr. Mohamed Abdullahi Hassan, the Chairman of Discipline Committee of the House of People Mr. Mohamed Ibrahim Ali Mohamed, the State Minister of Foreign Affairs Mr. Ali Mohamed Omar, the Minister of Education Mr. Farah Sh. Abdulkadir Mohamed, and the Minister of Planning Mr. Mohamud Abdirahman Sheikh Farah. These individuals, acting separately and together, have abused the machinery of the state in an effort to silence, intimidate, and punish me for uncovering corruption at the Presidency, the Office of the Prime Minister, the Ministry of Finance, the Central Bank, and other executive institutions now implicated in significant breaches of public trust.
Under direct political instruction from the President and implemented through the Speaker, an attempt was made to unlawfully evict me from the House of the People after my investigations revealed widespread corruption within executive offices. When this illegal eviction failed, these officials escalated their retaliation by suspending my official parliamentary email account, cutting off my communication tools, and withholding my salary since April 2025 without any legal justification. Multiple written demands for the restoration of my salary and official email have been deliberately ignored. The Inter-Parliamentary Union (IPU) reviewed my case and ruled unequivocally in my favor, confirming that I was targeted for political reasons and that my rights as an elected Member of Parliament were violated. Despite this international ruling, the Somali authorities continue to refuse compliance, further exposing the deliberate nature of their misconduct and the extent of the political persecution being carried out.
Somalia’s leaders cannot claim ignorance of their legal obligations. By joining the East African Community, Somalia accepted the binding authority of the EAC Treaty, which requires all member states to uphold the rule of law, accountability, transparency, good governance, democratic norms, and the protection of elected officials from political retaliation. The actions taken against me directly violate Articles 6(d), 7(2), and 8(1)(c) of the Treaty, and amount to a deliberate attempt to undermine the constitutional order and sabotage the independence of Parliament. When domestic institutions are unwilling or unable to restrain abuse of power, the EACJ has clear jurisdiction to intervene. Its judgments are final and binding, meaning Somalia is obligated to implement whatever orders the court issues.
What is happening in Somalia today is not governance; it is state-sponsored retaliation aimed at silencing anyone who challenges the corruption of the executive branch. The President, Speaker, Prime Minister, and their allies have demonstrated their greatest fear: an elected representative who cannot be bribed, threatened, or intimidated into silence. Their coordinated actions, from suspending my salary to cutting off my communication tools, expose a government that is weaponizing public institutions to punish oversight, conceal misconduct, and eliminate accountability. These actions reflect a government that treats the law as an obstacle rather than an obligation.
I will not be silent. I intend to file a full petition before the East African Court of Justice demanding the immediate restoration of my salary and parliamentary email, a declaration that the actions taken against me were unlawful, financial compensation for damages suffered, and court-imposed guarantees preventing further retaliation. This case will reveal, in detail, the deliberate attempts by senior Somali officials to obstruct parliamentary oversight, suppress anti-corruption investigations, and punish an elected Member of Parliament for doing his job.
The Somali people deserve a government that respects the rule of law, not a government that fears it. No official, regardless of title or political position, is above the law. My case will move forward at the EACJ, and I will pursue it relentlessly until justice is delivered and accountability is enforced.
